High Quality Blu-ray Rips Are Buffering More Than They Are Playing

Plex Server:
CPU - i7 2600k
RAM - 16GB

Player:
AppleTV 64GB (4th Generation)

Network:
Router: Linksys WRT1900AC
Switch: Netgear JGS524 Gigabit

The issue I am having is over my local network. I have been running my AppleTV with Plex since day 1 with the new AppleTV. I have recently begun ripping some of my Blu-ray collection using MakeMKV. These high quality rips are not playing well on my AppleTV. When looking at the status on the server it shows the stream is transcoding but throttled. It is my understanding this means my server is up to snuff, and ahead of the player. What I am seeing on the AppleTV however is buffering for multiple minutes, playback for a few seconds and then buffering. While playback is occurring everything appears to be crisp.

I did search the forum and the closest issue I could find was this post: https://forums.plex.tv/discussion/191972/dropped-frames-and-visual-artifacts-on-sony-warner-bros-mpeg-4-avc-blu-rays

This issue doesn't really match mine, but I checked out the number of reference frames on the media in question, and it is =4.

I have enabled verbose logging and attached my Plex Media Server log. Any help in troubleshooting the issue is much appreciated.
